Assemblymember Sharp‑Collins told the committee that AB 25 18 is a targeted pilot to address lengthy and unpredictable utility energization delays that impede affordable housing and other public benefit projects. Frances Baraza of the San Diego Housing Commission described a Homekey supportive housing project that had multi‑week energization delays and said a 40‑business‑day timeline for category‑one projects would have prevented the harm.
