During opening remarks, Superintendent Cynthia Siniak described the drawing as assigning numbers "for families in order from 1 to 138, which is the total number of lottery registrants." Joanne Long, district clerk, read names for numbers 1–138 and then announced an additional registrant as number 139 (Vargas Reuben), creating an on-record mismatch between the earlier stated total and the list read during the draw.
