BOE cuts values after owner documents severe structural problems in multi‑building parcel
Property owner Richard Saffell presented photos and testimony describing structural rot and detached decking on Building 1 and a vacant, deteriorated Building 2. The board reduced Building 1 to $215,200 and Building 2 to $1, lowering the parcel’s overall assessed value to $752,601.

At the April 15 hearing Richard Saffell appeared in person and detailed multiple structural problems at PID 23418, including a gapped upstairs floor, failing joist brackets, rotting around the chimney, siding detachment and a deck that is no longer connected to the house. He also presented photos showing the second building in very poor condition and used for storage.
