William Ritchie of Raymond told the Madera County Board of Supervisors the county should present voters a clear, nonbinding public-safety spending framework before the November Measure U election. "Give the voters a basic public safety spending framework before they vote," Ritchie said, noting the measure is a general tax that could add approximately $1,700,000 a year to the general fund but does not legally require the county to spend the revenue on public safety.
