Ivanhoe council authorizes amendment request to CDBG contract for 22nd Street repairs

The Ivanhoe City Council on April 17 voted to authorize Mayor Skip Blackstone (or his designee) to submit a contract amendment request to the Texas Department of Agriculture under the Texas Community Development Block Grant (Community Development Fund), for work described in Exhibit A to the contract (CDB21-O378).

The amendment language read aloud by the mayor calls for reconstruction of road segments and associated appurtenances, including rock rip-rap, structural fill, limestone base, prime coat and HMAC. The performance statement cited "reconstruct approximately 1,450 linear feet of road" as the exhibit amendment. During the reading the mayor also referenced other linear-foot figures in sequence — the transcript contains mentions of approximately 700 and 1,700 linear feet in the same passage; the record therefore includes inconsistent numbers. The resolution states the amendment will benefit residents of low-to-moderate income; the mayor read that the amendment "will benefit a total of 7 persons with a 100% low to moderate income."

Council action: a motion to adopt the resolution was made and seconded and the council voted in favor by voice; the meeting transcript records the vote as "Aye" and "Motion carries" but does not provide a roll-call tally of individual yes/no votes.

Why it matters: the amendment redirects or clarifies which roadway segments are covered under the existing CDBG contract and identifies the population intended to benefit. The council authorized the mayor to execute required documents to submit the amendment request. The council did not vote on any immediate additional spending at the meeting.
