County official: subsidy makes composting cost-competitive with garbage disposal

Westchester County official Vincent Kopicki said the county refuse district subsidizes the food-scrap program so composting will cost the same or less than disposal; New Rochelle is the program's 28th municipality.

Vincent Kopicki, identified in remarks as Westchester County's DEF commissioner, described the county refuse district's role in expanding residential food-scrap recycling. "The district subsidizes the program cost making turning food waste into compost the same or less than disposing of the material as garbage," Kopicki said, and he congratulated New Rochelle on joining the initiative.
