Commission adopts 2027 budget recommendations after rejecting amendment to target summer lake minimums

The Lakes and Watershed Commission voted to adopt its 2027 budget recommendations at the Aug. 5 meeting after debate over lake‑level management language.

Chair moved to adopt the budget recommendations as written and the motion was seconded. Supervisor Downing proposed an amendment to the recommendation asking the county to "use the summer lake minimum as its management standard goal" to provide more storage room in case of heavy rains. The amendment drew objections from members who said the minimum would make navigation and recreational use difficult and that the county already has guidance to keep levels nearer the median. Phil Gaimler suggested staff modeling before adopting a new target and Downing accepted that as a friendly amendment: staff would model the consequences of using the summer minimum as a target.

The commission conducted a voice vote on whether to include the new language; the chair ruled the 'no's' had it and asked for a roll call. After the roll, the chair declared the amendment failed and the commission proceeded to discuss other budget items. Members agreed to add a future presentation and discussion on nitrogen monitoring and possible budget language, rather than inserting new spending or commitments in the current recommendations.

With that, the commission adopted the 2027 budget recommendations as presented. Chair noted Director Hickland will appear in October to relate the department's budget proposal to the commission's recommendations.

No ordinance or budget figures were changed at the meeting; the substance of the debate centered on a proposed management standard wording and a request for staff modeling to inform any future change.
