Bill to limit developer responsibility for regional upgrades sent to summer study

Senator Reeves introduced SB1045, saying builders in his district reported being asked to pay for infrastructure that extends far beyond their subdivisions — bridges, road widening and regional traffic improvements — and the bill would create guardrails limiting developer obligations to project‑related infrastructure. "This bill provides clarity and guardrails around how infrastructure outside of developments are paid for and treated under Tennessee law," the sponsor said.

The bill would allow traffic studies and preserve planning commission authority; it applies to smaller residential developments (under 300 single‑family homes and under 500 townhomes). Several senators suggested further work to reconcile existing statutes and rules that may already cover the problem; the committee voted to send the bill to summer study so staff and stakeholders can refine the proposal.
