A Findlayhorn civil engineer told the commission borings found organic 'muck' layers seven to ten feet deep under portions of White House/Lighthouse Road that are compressing and causing differential settlement. "There were stretches of muck, organic layers, below the ground approximately 7 to 10 feet below the road," he said, and consultants recommended installing a geogrid membrane under asphalt as a stabilization measure rather than full removal of the muck.
