Utility to pilot cellular and leak-correlation meters, migration from WaterSmart to ScribePoint

Staff described two meter pilots: a 100-meter Metron cellular pilot and a Camstrep pilot to test AMI capability and leak-correlation features. The operations lead said the Metron meters use cellular backhaul (Verizon) and that "we're gonna do a 100 meter pilot" to validate data transfers with the billing/portal system.
