Plan Commission staff recommended rezoning a group of parcels on the east side of Irvington Street from general commercial (C-1/C-2) to low-density residential (R-1) to match the proposed comprehensive-plan amendment and to reduce the nonconforming status that has limited homeowners' ability to make improvements or obtain financing.
