Council approves MOU to advance downtown Wilson Street development with $500,000 park contribution

Council approved a memorandum of understanding (MOU) with JME LLC and M & P Land LLC to support development of roughly 6.5 acres on Wilson Street. The MOU is nonbinding and sets expectations for phased delivery, including design and permitting milestones (first building designed and permitted by Sept. 2026 and construction to begin in late 2026) and a $500,000 commitment toward a public park and associated public-space improvements.

City staff cautioned council that downtown infrastructure work could be significant: the project may require rerouting a 54-inch storm drain that runs under the Staples area and moving service lines. "It will be expensive," staff warned, and said the MOU allows the parties to dig into exact costs and return with a detailed development agreement. Council discussed leased parking spaces for the city as part of the project financing package and asked staff to quantify potential utility costs before final development agreements are presented.
