City staff told council members they intend to hire a construction manager and begin design work on a new animal shelter within months so the project can be bid in a timely fashion. "We would really like to get that construction manager in place and start design now so that the timing is in the next few months that we can have that ready to go to bid," the presenter said, calling the shelter a "dire need."
