Ovilla MDD recommends engineering work, flags electrical needs for Founders Park pavilion expansion

The Ovilla Municipal Development District recommended a professional services agreement for electrical engineering and approved a mid-year budget amendment not to exceed $7,800 to cover electrical work if the pavilion expansion proceeds as a two-bay addition. The board also noted the project budget allocation of up to $200,000.

Finance Director Burton Barr told the Ovilla Municipal Development District that expanding Founders Park’s pavilion by a single 15‑by‑44‑foot bay would not trigger electrical engineering requirements, but adding two bays would increase electrical needs to six lights and six outlets and likely push costs past the state exemption threshold. "The scope of the professional services agreement is limited to electrical upgrades to the pavilion," Barr said, and he cited Title 6, Subtitle A and B, Chapter 1001, Section 1001.053(1) of the Texas Occupations Code (the Texas Engineering Practice Act) regarding exemptions for public‑works engineering when costs do not exceed $8,000.
