Staff recommends minimum parcel sizes, guest limits and setbacks for rural event centers

Scott, the planning presenter, told the commission the event‑center draft tries to balance property owners' ability to use land and neighbors' desire for rural quiet. "Initially, the discussion started at 40 acres," he said, noting that after deliberation "20 acres was suggested instead" to preserve financial feasibility for operators while increasing setbacks to reduce neighbor impacts.

The draft also proposes a permit route for very large events: "to limit it to no more than 299 guests unless they get a permit," Scott said, with permits intended to allow staff to review traffic, parking and public‑safety plans for larger gatherings. Other provisions under discussion include hours of operation, outdoor noise limits and discretionary screening requirements in cases where setbacks do not sufficiently separate uses.

Commissioners raised enforceability and noise‑measurement concerns and suggested that the planning commission and staff continue refining thresholds, setbacks and the notification process before the item returns for further direction.
