Jason Lytle of engineering firm GMB presented Amendment #3 for the pumping station rehabilitation project, requesting an additional $48,320.64 in hourly services and invoiced design work, bringing total engineering services for the project to $571,911.64. Lytle said that amount was included in USDA loans closed Feb. 19, 2026, but that USDA requires a signed amendment to reconcile its records. Council members pressed GMB about why engineering costs had risen and whether inspection oversight had failed as the project extended past its substantial completion date.
