Council member calls proposal 'handpicking,' urges open process

A council member objected to the method of appointing an assistant city manager, calling the suggested approach "handpicking" and arguing the council should see responsibilities and advertise or otherwise use a formal hiring process; Mr. Sessions said HR staff were aware and he was reallocating duties rather than hiring externally.

One council member told the meeting the way the assistant role was being presented "sounds like cherry picking," and said positions at the executive level should be open to public application and vetted by the council. The council member said prior hires "should have gone through this council and a HR position" and emphasized fiduciary responsibility to taxpayers when adding salary obligations.
