Developer presents reduced 24‑unit Frost Lane plan to Peekskill planning commission

The Peekskill Planning Commission heard a conceptual presentation on February 10 from Peekskill Views LLC on a proposed clustered residential development at 1130 Frost Lane. Jody Cross of Zarin & Steinmetz, representing the applicant, said the team had revisited the design since April 2024 and ‘‘Today we're presenting a a new conceptual plan, a reduced density down to 24 units.’’ The presentation noted preservation of about 8.5 acres of conservation area and proposed public access with stewardship by the Westchester Land Trust.

Project engineer Joe Montaferri (JMC) described the key revisions: a mix of ranch and garage‑under units, a new second full vehicular access to Frost Lane, sidewalk/crosswalk improvements to connect to Bear Mountain, and a proposal not to reconstruct an existing 20‑inch water main now (easements will be revised to allow future work). Commissioners asked for sight‑distance figures for the new entrance, for engineering that demonstrates how the design meets setbacks, and for the applicant to reengage the water department and provide drainage/stormwater details before any public hearing. The chair emphasized that tonight was a conceptual ‘‘show and tell’’ and that the applicant must refile to trigger a noticed public hearing.

Next steps: the planning staff will post materials when the applicant refiles and the commission requested written comments from nearby residents be forwarded to the project team. No formal vote was taken; the matter will return for further engineering, additional renderings, and a public hearing.
