Council reviewed Stantec pay request number 6 during the consent agenda. Councilors and staff discussed whether the city should assess liquidated damages for project delays. Presenter (S7) said the city retained the contractual right to charge liquidated damages on a per-calendar-day basis but recommended against immediate withholding given the contractor’s late-season production constraints and recent progress.
