Planning commission revokes Day Spring Spa use permit after code-enforcement findings

The Pittsburg City Planning Commission voted on July 28 to rescind the use permit for Day Spring Spa (tenant at 1353 Buchanan Road in the Highland Square Shopping Center) after staff presented multiple code-enforcement findings.

Senior planner Maurice Bringado told commissioners staff had documented violations including failure to maintain active business licensing, installed films and curtains that obscured storefront visibility, a locked door blocking required access between reception and hallway, unpermitted demolition and shower installations, and evidence of improper occupancy (beds and personal effects in a break room). "Staff is recommending that the planning commission move to rescind approval and adopt a resolution revoking a use permit application number AP211570," Bringado said.

Bringado also summarized enforcement history: a code-enforcement notice dated May 7, 2026 led to revocation of the business license effective May 22, 2026; earlier inspections (January 28, 2026) documented internal sleeping arrangements and commercial advertisements that staff said were linked to illicit solicitations. Commissioners asked whether the police participated; staff confirmed PPD involvement in the investigative operations described to the commission.

After deliberation commissioners expressed regret but agreed the recorded violations constituted grounds for revocation. A motion to revoke the use permit was made, seconded and passed unanimously. Staff noted anyone objecting has 10 days to file an appeal with the planning division for a city council hearing.
