Staff told the board that a state change (Division 21) narrowed the legal definition of directory information and that OSBA flagged the district's prior approach as inconsistent; staff recommended adopting the legally required JOA policy at the July business meeting and creating an operational opt‑out (like the media opt‑out) so parents can control grade level and most‑recent‑school disclosures.
