City Engineer Jeffrey Hinderliter told the committee that Change Order Number 4 for Reifenberg Construction ($464,302.01) covers additional underground work, drainage modifications and unanticipated subsurface items uncovered during construction and is necessary to reconcile the force‑account work before paving.
