Purchasing manager asks for part-time support as processing timelines slip

Sandra Cunningham, the county’s purchasing manager, asked the commission to approve an unbudgeted part-time administrative support associate to help the purchasing department manage a heavy workload countywide.

“This request is for part time administrative support associate to support operations for the purchasing department,” Cunningham said, describing that the department currently operates with a manager and two buyers and that the extra support would allow buyers and management to focus on contract compliance and vendor relationships.

Cunningham said processing times have slipped: “Right now, we're working at 7 to 10 days where it was normally, same day or 2 to 3 days.” Commissioners asked clarifying questions about supervision, how departments route purchase requests and whether the position would reduce bottlenecks during year-end closeout.

Why it matters: purchasing supports all county departments; prolonged processing times can delay departmental operations, maintenance and acquisition of critical supplies. Commissioners asked staff to place the item on the next agenda for formal action.

What’s next: the item will appear on the next formal agenda for consideration and a vote. Staff will also return with clarifications on headcount history and supervision for the position.
