Staff (S4) summarized the 22‑county shared liability agreement for the Eastern Iowa workforce development area and described three edits requested by one county: removal of duplicative language, clearer amendment language specifying the 0.667 threshold applies to CEOs representing the EIWDA, and a new withdrawal clause requiring 180 days' notice and financial settlement. "This section is duplicative of language included elsewhere in the agreement and will be removed to streamline and clarify the document," S4 said while walking through the changes.
