The Monroe County Environment & Public Works Committee on Dec. 16, 2025 adopted Resolution 25-0391 to add a 'Baggage System Improvements' project at Frederick Douglass–Greater Rochester International Airport to the 2026–2031 Capital Improvement Program and the 2026 capital budget. The resolution also authorized financing for the project and a contract with C&S Engineers, Inc. for design services. The vote is recorded as 7-0.
