Residents press council on hydrant repairs, second egress and developer phasing

During the meeting public commenters urged the council to address life-safety hazards in older neighborhoods. A resident who identified a cluster of homes near the railroad described concerns that a train-caused spark and dried vegetation could strand more than 30 homes without a second way out and asked the council to revise street definitions to require egress routes.

"So my next thing would be about the streets... we need a 2nd way out," the commenter said, urging council review of municipal code definitions and stronger development phasing requirements so road infrastructure is built when homes are occupied. Later, Doug Younger told the council a hydrant at 450 West and 200 North has been bagged "for over 5 or 6 months." City staff acknowledged parts shortages and said they were working to source parts or evaluate replacement.

Council directed staff to prioritize hydrant repair, research easement and access issues where private gates may block city water infrastructure, and return with a plan for street/egress ordinance language and possible prioritization of Hargis Hill as a candidate for future road-improvement funding.
