Council adopts 2022 Hampton Roads Hazard Mitigation Plan by reference into comprehensive plan

Council voted to adopt the regional 2022 Hampton Roads Hazard Mitigation Plan (covering 17 jurisdictions) by reference into Hampton’s comprehensive plan, replacing the 2017 plan; staff said adoption helps maintain favorable NFIP/CRS ratings and advances local resilience actions.

Planning manager Mike Hayes presented the 2022 Hampton Roads Hazard Mitigation Plan, describing it as a regional update led with consultant support and FEMA/NOAA data. Hayes said the plan includes modeling for sea-level rise, flooding and wind/tropical-storm impacts and that some policy language was revised to emphasize diverse, equitable and inclusive government services throughout hazardous events. He told council that adopting the plan helps the city maintain CRS points that can lower flood-insurance rates for residents.
