Board adds 5% contingency citing soft spots on some roads

Board members said past paving work revealed soft subgrade areas on some streets that can require extra fill and materials. "We've been constantly having soft spots or the driveways need a little bit more on the apron as far as material," Chair (S1) said during discussion of the recommendation, explaining the committee's rationale for adding contingency.
