Sean Milne, Box Elder County's contracted economic development director, walked commissioners through the CEO board's recommendations to fund small-business matching grants, infrastructure/utility upgrades and a website dashboard. "The CEO board is recommending for your approval again this coming year to recreate these small business grants," Milne said, explaining 1:1 matching to encourage local investment.
