Rowlett commission outlines public-comment process, notes executive-session authority

The commission opened the Aug. 11 meeting with procedural instructions for public participation and a notice about executive sessions. The chair told listeners that, "As authorized by section 551.071 of the Texas Government Code, [the] meeting may be convened into closed executive session for the purpose of seeking confidential legal advice from the city attorney on any agenda item." The chair also explained that remote commenters may submit the citizen's input form by 3:30 p.m. the day before the meeting and that registration forms for in-person comments are available inside the door of the city council chambers.

The chair called the meeting to order at 7:00 p.m. and announced a quorum. The items that followed were handled largely on the consent agenda, and no public speakers signed up during the allotted citizens' input period.
