John presented a draft IPEC ethics code at the meeting’s first reading, saying staff concluded IPEC does not fall under the city-county ethics code as written and therefore prepared a tailored draft that pulls from the city code while adding provisions to reflect IPEC’s representational role. "My read of it was we did not because of the way it was defined," John said, explaining the legal determination that allowed IPEC to craft its own code.
