Developer seeks to remove senior-only restriction in HSL Emerson modification request
HSL Emerson LLC asked the MDC hearing examiner to modify a development plan to remove an age-restricted (senior) requirement and to change site layout and amenities; staff said third-party traffic and drainage reports were provided and recommended approval to place the item on Sept. 2 docket.

HSL Emerson LLC, represented by Joe Calderon, requested a modification to an existing development plan to remove a senior-only occupancy restriction and to reconfigure the site with scattered buildings, added amenities (pool and clubhouse), and increased parking. Calderon said the development had been rezoned to DP in 2023 for age-restricted multifamily and the modification would allow more general-occupancy affordable housing outside the senior-only restriction.
