Plan Commission approves site plan and conditions for Meadowlane Cardinal View; developer says it will privately fund utilities

The Plan Commission approved the Meadowlane site plan (Bridal View Crossing / Cardinal View) subject to staff conditions including pedestrian connections, curbing, pavement markings, and a lighting requirement waiver subject to public‑safety signoff. Director Draeger told the commission that staff recommends several conditions and noted minor outstanding site details; "So city staff does recommend, waiving that requirement for across the site subject to the fire department and police department's approval," he said regarding the site‑wide 0.4 foot‑candle lighting standard.

Developer Bob Murray of Pre 3 Development presented two rental projects tied to the Meadowlane site: Cardinal View (72 units, 12‑unit buildings) and a second, three‑story building near the hospital designed for older adults with elevators and heated underground parking. Murray told the commission the developer would privately fund the water and sewer connections and said the project's rents are aimed at workforce households: "This project, we're paying for all the water and sewer going in there," and he added the target lowest rent the project could support was about "$17.75." Commissioners approved the site plan by motion and voice vote, and the conditional use permit approval was made a condition of final project approval.
