Planning commission backs staff proposal to import Ogden Valley elements into county plan

Planning staff presented a staff‑initiated amendment to the Weber County general plan that would import selected elements from the Ogden Valley general plan into the county's unincorporated plan, including recreation and forest protections, historic‑area considerations and dark‑sky guidance. Felix, the staff presenter, told the commission the packet includes a table of contents and refined maps that gray out incorporated Ogden Valley City and highlight remaining recreation and forest areas.

The proposal is intended as guidance to inform future rezones and development review, not as an ordinance. Felix said staff had "made some updates to the land area calculations as far as, you know, how much land area is occupied by forest, recreation land, shoreline, and some commercial," and noted maps will be refined by GIS before the county hearing. Commissioners discussed whether the plan should use "East/West Weber" labels or a single Weber County label and asked about sequencing if rezones are submitted before the general‑plan language is adopted.

The commission opened the required public hearing, heard no opposed comments on this item, and a commissioner moved to forward a positive recommendation to the county commission on file GPA2025‑03. The motion carried unanimously; staff will provide the refined maps and model motions to the county commission at the next step.
