The chair of the meeting moved the assembly into a formal vote and a majority approved creating a redistricting board to draw five county districts. A commissioner formally moved "to have the redistricting board called upon to create the 5 districts," and the chair seconded the motion; the chair then called for the ayes and the motion carried.
