Board denies special-exception request for standalone car wash at US‑36

The Avon Board of Zoning Appeals read the Unified Development Ordinance criteria for a special exception (UDO 2.10(e)) and denied the application for Rush Wash and Roll, a proposed standalone car wash at 6913 East US Highway 36. The board concluded a car-wash use would be contrary to the Midtown District recommendation in the comprehensive plan and would hinder future pedestrian-friendly redevelopment.

The board's written findings noted that a standalone, automobile-oriented use would be detrimental to the public welfare because it would discourage pedestrian and mixed-use development envisioned by the comprehensive plan and could impair nearby property values. "A car wash offers no good services or amenities to pedestrians, bicyclists, or anyone else not remaining inside an automobile," the board recorded when explaining the denial. The board moved to accept staff findings for the special-exception denial and recorded the roll-call vote in favor among members present.

With the denial and adoption of findings complete, applicants seeking a different configuration or a location change would need to address the comprehensive-plan objectives or seek rezoning through town council procedures.
