Dr. Linda Mae Vierra, the district’s point of contact for student support services and lead mental‑health counselor, told trustees the district’s CARES framework uses a three‑tier model: Tier 1 universal social‑emotional learning delivered with the Panorama curriculum, Tier 2 targeted small‑group interventions, and Tier 3 intensive one‑on‑one clinical services that require parental consent.
