Board unanimously approves County Administrator pay raise to $192,000

The Shenandoah County Board of Supervisors voted unanimously July 28 to raise County Administrator Evan Vass’s salary to $192,000, effective Aug. 1, 2026. Vice Chairman Dennis Morris moved the pay increase; Supervisor Steve Baker seconded the motion, and the roll call returned six "aye" votes.

Board members reconvened in open session at 9:15 p.m. after a closed session authorized under Virginia Code §2.2-3711(A)(1) to discuss personnel and appointments. County Administrator Evan Vass read the certification that the closed-session discussion had been limited to matters lawfully exempted from open-meeting requirements, and each supervisor certified that to the best of their knowledge only authorized topics were discussed.

Vice Chairman Morris introduced the salary motion and asked the board to amend the agenda to reflect the change; the motion was approved by roll call with Chairman Tim Taylor, Supervisor Mark Dotson, Vice Chairman Dennis Morris, Supervisor Kyle Gutshall, Supervisor David Ferguson and Supervisor Steve Baker all recorded as "aye." The increase is effective Aug. 1, 2026, per the motion’s text.

The motion and vote were recorded in the meeting minutes; no separate implementation details or funding sources were discussed on the record during the open session.
