Committee approves modification to one-stop operator services agreement

The Sullivan County Economic Development Committee voted to modify its agreement with the Workforce Development Board to continue one-stop operator services. Committee members moved and seconded the measure during the meeting; the chair called for the vote and members responded in the affirmative.

Laura, a representative of the Center for Workforce Development, told the committee the contract change supports functions that had been placed in an RFP but received no responses. "So this agreement allows for $3,000, for the year to cover that," she said, explaining the payment covers duties the director will absorb as the one-stop operator. Laura also summarized recent program outcomes: five Certified Nursing Assistant (CNA) completers received job offers, the Center has enrolled dozens in adult and dislocated-worker programs, and she reported a net increase of about 800 people in the county labor force year-over-year (June 2025 to June 2026).

Committee members asked for clarification about prior reporting and local job counts during the discussion; one legislator noted apparent discrepancies between a draft resolution’s historical job-loss language and the monthly labor statistics staff presented. The committee passed the resolution so the county can formalize operator duties and funding; minutes will include the final resolution text and the vote outcome recorded by the clerk.
