County engineer Mr. Hammond told commissioners that bids for project SP0026-25-3A came in significantly above the engineer's estimate. "Our low bidder came in at $308,032," he said, noting that was roughly 54% over the $200,000 funding level from a $150,000 grant plus $50,000 match. He explained market factors — higher diesel fuel prices and federal requirements — contributed to higher bids and proposed reducing the aggregate quantity and using change orders to match available funding.
