Developer seeks council support for Sun Sage Terrace concept; asks minor flexibility on 0.5‑acre minimum

The council heard a concept presentation for Sun Sage Terrace phases 4–6, a residential subdivision the developer said would contain about 128 lots and about 7.8 acres of HOA open space. The developer asked the council to accept a small flexibility—about a 5% deviation—so several lots would be just under the 0.5‑acre zoning minimum while preserving the overall density target.

Planning staff said the annexation/annexation‑policy process and the planning commission recommendation support the approach but noted that granting a relaxed lot‑size requirement would normally be done through a master development agreement (MDA) that locks in the number of lots and protects both the developer's entitlements and the city's expectations for open space and infrastructure. Council discussion focused on road widths, the required 108‑foot Main Street cross‑section in part of the plan, connectivity with Mack Canyon, and the trade‑offs between required road cross sections and lot yields. No formal action was taken; staff and the developer will continue to refine the plan and return with an MDA and final plat.
