Council extends Ascent Environmental agreement to complete Grealich Ranch CEQA work

The Plymouth City Council on March 12 adopted Resolution 2026-3 to extend the city's professional services agreement with Ascent Environmental through Dec. 31, 2026, to complete required CEQA work for the Grealich (also referenced as Grealidge) Ranch project.

Planning staff told the council the environmental work is near completion but that minor additional analyses are needed before a hearing. Planning staff said, "so we would like to ask that you continue it for another year so that we can get the EIR work done and hopefully get this project to hearing within a year." The resolution authorizes the contract extension and corrects a typographical date error in the draft staff report (staff confirmed the extension requested was through the end of 2026, not 2027).

A council member moved to adopt the resolution and another council member seconded. Roll-call votes recorded on the motion were recorded as aye by Council member Dell, Vice Mayor Hornish and Mayor Nunn; the motion passed. The extension keeps Ascent on contract to finish the traffic analysis and other CEQA steps the staff identified as still outstanding.

The project remains incomplete: staff said the developer must submit a formal tentative map and plan-development documents and finalize a development agreement before the city can proceed to hearing. Planning staff also said some project elements changed from an RV park expansion to a single-family residential development, requiring revision of the traffic analysis and other CEQA materials.
