Lubbock ISD officials warn rising health‑plan costs could force contribution changes

District administrators told the Finance/Operations & Facilities Committee on May 20 that the district’s self‑funded health plan is performing better than some projections but that long‑term liabilities are increasing due to healthcare inflation and a number of unusually high‑cost medical cases. Administrators said cancer‑related claims, including breast cancer treatments and infusion therapies, have been major contributors and have required the district to make additional contributions to the health fund beyond normal levels. "Paper deficit" was used during the presentation to describe how early budget projections can appear worse before final reconciliations.

The committee reviewed employee health insurance survey results showing staff place high value on low monthly premiums, broad provider access, wellness clinics and flexible coverage. Administrators reviewed options to address projected deficits in the health plan: a shared increase in contributions between the district and employees; a district‑funded increase that would shield employees from higher premiums; or an employee‑funded increase that would place more cost burden on plan participants. Each option carries distinct financial implications, and administrators emphasized that one‑time revenues are best directed to capital needs rather than ongoing salary commitments.
