Trustees consider $4.2M compensation package, propose public compensation manual

Lubbock Independent School District administrators presented a compensation update that they estimated would cost roughly $4.2 million based on employee data captured in February. The package includes a recalculated 3% increase for instructional support staff using TASB data; administrators noted adjunct positions were excluded from the calculations because other district benefits apply to those roles.

Administrators proposed creating a comprehensive compensation manual to consolidate pay scales, hourly rates, extra‑duty compensation, payroll procedures and employee classifications, with links to relevant board policies. The manual would be phased in over the coming year, with the board annually reviewing and approving rates contained therein. Trustees were told the manual aims to improve transparency, align pay and benefits decisions within a single annual planning cycle, and reduce unintended consequences from addressing related items separately throughout the year.

Trustees and administrators discussed the potential for initial employee questions as transparency increases and the need for staged implementation with presentations on individual components at future meetings to gather feedback before full adoption.
