Placer LAFCO Adopts Roseville Sphere‑of‑Influence Update, Excluding Reserve Acquisition Area From Expansion Map

Placer County LAFCO voted unanimously to adopt LAFCO Resolution No. 2503 approving the sphere‑of‑influence update for the City of Roseville. Staff and the consultant presented the revised draft, which removed portions of the Placer Conservation Authority (PCA) reserve acquisition area from the recommended SOI expansion and added two specific plans to the map.

Amanda, the staff presenter, summarized the changes: she said the SOI update "updated the SOI expansion language to omit portions of the reserve acquisition area in the PCCP" and added Placer Vineyards and Riolo Vineyard specific plans to the report map. Executive Officer Michelle Mackin reviewed the project history, noting the study began in June 2023, AP Triton produced the service review and draft SOI, and the commission opened a 45‑day comment period after the consultant presentation.

Dominic Casey, Roseville city manager, told commissioners the city was "very supportive of LAFCO's recommendation" and asked for approval. Greg McKenzie, executive director of the Placer Conservation Authority, thanked staff for the amendment to exclude the reserve acquisition area and explained the reserve area is intended for future land acquisition to mitigate impacts from growth; he said the green reserve area represents about "3,400 acres of potential conservation restoration." A commissioner raised fiscal concerns about potential revenue impacts if the PCA loses acreage, noting a staff-cited estimate that the SOI could put "about 500 acres to 1000 acres, at risk in the PCCP, which is a potential of $15,000,000 to $30,000,000 of impact." After discussion the commission adopted Resolution No. 2503 by roll-call vote.

The adopted SOI packet includes the updated exhibit showing the additional specific plans; staff and stakeholders said they expect further MOU negotiations and coordination before any annexation applications proceed.
