During the ordinance review, staff told the board that applicants should provide independent grid-impact studies to verify the local electricity utility can supply proposed facility loads without degrading reliability. The staff member said: "Applicants must submit an independent grid impact analysis verifying the low bridal local electricity utility providing the facility load will not degrade local power reliability." Board members discussed whether to impose a specific numeric threshold or require that new facilities be net generators rather than net consumers.
