Council approves final Terra Alta section for 80 townhomes; developer to begin mid‑August

Council voted to approve Resolution 26‑53, granting a development plan for Section 14 of the Terra Alta planned mixed‑use overlay. The section covers about 13 acres and would include 80 fee‑simple townhomes across 15 buildings, private streets with sidewalks on both sides, tree preservation areas and a $200 per‑lot tree fee to be collected at permitting.

Planning staff noted the development text and prior rezonings govern design standards including requiring at least 35% brick or stone on building fronts and other facade requirements. Jim Olin of Romanelli Hughes, the applicant, thanked city staff and said the company plans a pre‑construction meeting on Friday and expects to "commence construction by mid August, and we will have all of Terralta paved by the end of 2026." Council approved the resolution on roll call.

The plan retains tree preservation along the north and east property lines and requires supplemental plantings where tree coverage is sparse. The streets in the section will be private, with an emergency access noted in the plans.
