Pendleton board approves IMESD 2026–27 Local Service Plan

The Pendleton School District Board of Directors unanimously approved Resolution 2026-04 to adopt the InterMountain Education Service District (IMESD) 2026–27 Local Service Plan (LSP).
Director Anne Keeler moved that “Resolution 2026-04 InterMountain Education Service District 2026-27 Local Service Plan be approved as presented.” Director Patrick Gregg seconded and the motion carried unanimously. The resolution implements a cooperative LSP structure created under HB 3184 and specifies four service categories IMESD will provide to member districts: programs for children with special needs; technology support and instructional-technology services; school improvement services; and administrative and support services including liaison duties with the Oregon Department of Education.
The board record notes the statutory approval threshold for the LSP: two-thirds of component districts, representing at least 50% of students, must approve (ORS 334.175(5)(a)(b)). The resolution also states constituent district boards may amend the LSP by resolution and subsequent IMESD approval using the same criteria (ORS 334.175(6)). Board Chair Beth Harrison presided over the vote; no public comment was made during the item.
Next steps: the approved LSP will be transmitted to IMESD for inclusion in the regional plan for 2026–27. The board did not attach additional local amendments at the time of approval.
