Milton grants pass amid debate over transparency for larger awards

Commissioners approved numerous Milton Community Enhancement grant awards and several on-the-floor amendments during a marathon grants session. Many small awards were increased by modest amounts after floor amendments: examples include a $4,500 award to Milestone of Tennessee, $7,500 to Volunteer Odyssey, and a series of other amendments raising totals across arts, youth, and community-service organizations.

One larger item — a $65,000 Milton grant to SPW Community Strategies (Small Planet Works) — drew substantive scrutiny. Commissioners sought specifics about deliverables, whether the funding would cover salaries or program costs, and how the public could verify outcomes given the large dollar amount compared with more typical Milton awards ($5,000–$15,000). County attorneys confirmed that grant applications and supporting materials are available through the GRAMA coordinator and that the Milton process had been followed. Nevertheless, after extended discussion and several commissioners abstaining, the SPW allocation failed on the floor. The chair noted that records are available for public inspection and that commissioners may consult the Milton grant files for detail.

Commissioner Charlie Caswell, the items’ sponsor, urged colleagues not to single out district-sponsored grants and noted a history of similar awards in prior fiscal years. Commissioner Brittany Thornton said larger grants should come with more explicit deliverables and public-facing documentation. The commission adopted the remaining grants as amended.
