Cascade SD 5 board outlines bond certification, seeks owner's representative

The Cascade School District #5 Board of Directors heard an update that the district's voter-approved bond will be certified on June 15, 2026, and that district leaders will begin developing a project plan once certification is complete. Director of Communications Mr. Koskela told the board they will need to adopt a resolution before July 5 to ratify the bond and recommended scheduling a work session this summer to review bond progress and plans.

Mr. Koskela recommended hiring an owner's representative to assist with oversight of bond delivery and described a seven-person independent oversight committee that would provide annual reports (the board may request quarterly reports). He and staff noted the district will aim to prioritize visible projects that produce tangible results by September 2027, pursue local contractors where feasible and that Oregon requires prevailing wage for pre-manufactured buildings. The board discussed staffing an internal point-person group including the superintendent, finance director, facilities director and communications director to coordinate with the owner's representative.
